Bills
taken up in today's floor session will be considered in periods of 15
minutes. The first four minutes of each session will be allocated to
floor managers of the bill. The floor manager of the presenting party
will speak first for up to two minutes, followed by their colleague for
another two minutes. The remaining 11 minutes will be allocated for
amending the bill. The presenting floor manager will recognize motions
to amend. Speaking time during this portion will be 2 minutes until time
for the bill elapses. If agreed upon by the majority and minority
leaders, time spent on a specific bill may be extended for five minutes.
A simple majority is required to pass an amendment. When time elapses
on a bill, a vote will be immediately called for its approval.
Amendments
may be submitted at any time before a bill's passage, but Senators are
encouraged to share any amendments as soon as possible.
